Japanese customers make more visits to the doctors than Western customers

"Japanese make far more clinic or hospital visits than people in Britain and the United States, which has caused a rise in government medical spending and a shortage of doctors. Increasing charges could prevent people from seeking nonessential or non urgent medical treatment."
