Japanese customers loans from Japanese moneylenders dropped by 47 percent in September as new rules impact marketplace according to reports

"Consumer loans at Japanese moneylenders declined by 47 percent in September, according to the website of the Japan Financial Services Association...The decline was a record and comes after tougher rules on consumer lending took effect in June, the Nikkei newspaper reported."
