"The Tokyo Metropolitan Election Administration Commission conducted an interview with 3,000 perspective voters from May 10-26 and received answers from 1,822 people. Of those, 32.8 percent said they didn't know about the lifting of a ban on online campaigning. Voters in their 20s and 30s especially weren't aware of the new system."
