34 prefectures in Japan ban riding a bicycle with headphones on, up to a 50,000 yen fine

"A total of 34 prefectures, including Tokyo, Osaka and Fukuoka, have banned the use of ear or headphones while riding a bicycle, ...a fine of up to 50,000 yen will be imposed on violators...The following prefectures have banned using earphones or headphones while riding bicycles: Hokkaido, Aomori, Akita, Iwate, Miyagi, Fukushima, Gunma, Saitama, Chiba, Tokyo, Toyama, Yamanashi, Nagano, Gifu, Shizuoka, Shiga, Kyoto, Osaka, Hyogo, Wakayama, Tottori, Shimane, Yamaguchi, Tokushima, Kagawa, Ehime, Kochi, Fukuoka, Saga, Kumamoto, Oita, Miyazaki, Kagoshima and Okinawa."
