"The number of criminal offenses across the country fell 6.3 percent in January-June from a year before to 623,841 cases, according to the National Police Agency....The number of arrests fell 11.5 percent to 192,845, or 30.9 percent of the total cases, down 1.8 percentage points, the NPA said."
